About Course

The online course on Human Rights in Southeast Asia is based on textbook volume 1, 2, 3 developed and produced by the ASEAN University Network-Human Rights Education (AUN-HRE) in cooperation with the Strengthening Human Rights and Peace Research and Education in ASEAN/Southeast Asia (SHAPE-SEA). This human rights online course consists of 13 modules covering a wide range of issues, from fundamental of human rights, national and regional protection mechanisms, to the rights of specific groups, including the rights of women, children, persons with disabilities, migrant workers, indigenous and minority rights, refugee, statelessness. It also covers critical and cross cutting issues of human rights and environment, right to development, and business and human rights. This Online Course on Human Rights in Southeast Asia was produced by ASEAN University Network – Human Rights Education (AUN-HRE), and sponsored by ASEAN Cyber University (ACU), the Republic of Korea (ROK).

Course Content

Module 1: Fundaments of Human Rights
This module explains the main concepts of human rights, such as universality, and examines the emergence of modern human rights from the Universal Declaration of Human Rights

Module 2: National and Regional Protection
This module examines the bodies which protect human rights in Southeast Asia such as ASEAN, National Human Rights Commissions, and Constitutions.

Module 3: Women’s Rights
This module examines women's human recognised under the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). It defines discrimination and investigates how this occurs in the workplace and in politics, and looks at the problem of gender based violence.

Module 4: Child Rights
This module discusses the Convention on the Rights of the Child (CRC), key rights of children and the rights of children to education, health and at work.

Module 5: Rights of Persons with Disabilities
This module discusses discrimination faced by People with disabilities (PWDs) and their human rights as recognised in the Convention on the Rights of People with Disabilities. It also looks at how ASEAN bodies work to protect the rights of PWDs.

Module 6: Indigenous and Minority Rights
This module provides an overview of rights of Indigenous and minority groups in Southeast Asia, the development of standards for the rights of indigenous and minority groups, and challenges faced.

Module 7: Sexuality
This module focusses on the definition of sex, gender, and sexuality. It also provides an overview of development of rights on sexual orientation and gender Identity, the challenges faced by these groups, and the response in ASEAN.

Module 8: Refugees
The module provides an overview of the Refugee Convention and the development of refugee rights. It also examines the situation of refugees in Southeast Asia, the factors that create refugees and how destination countries treat refugees.

Module 9: Statelessness
This module details the causes of statelessness in Southeast Asia and the threats to the rights of stateless persons. The legal framework at the international and national level are outlined, as well as statelessness in Southeast Asia.

Module 10: Migrant Workers
This module explains the development of migrant workers rights in international law. It discusses the discrimination faced by migrant workers and the threat of trafficking.

Module 11: Development and Human Rights
This module examines the right to development and the Rights Based Approach (RBA) to Development. It also examines the violations occurring in the development process and the groups who are most affected by such violations.

Module 12: Environment and Human Rights
This module explores the links between the environment and human rights by explaining the right to a clean environment and its substantive and procedural rights components. It also examines the nature of human rights violations caused by environmental destruction in Southeast Asia..

Module 13: Business and Human Rights
This module discusses the human rights obligations of business. It looks at the evolving concept of human rights duties of business, from Corporate Social Responsibility to the Ruggie Principles, and how consumers, the United Nations, and civil society has argued for greater responsibility of business.
